The Education Act of 1944  established the principle of County Primary Schools for children up to the age of 11, at which time they took an examination to determine the nature of the secondary school they would attend until they were 15, the most academically able going to grammar schools, the rest to secondary or secondary modern schools.

In the 1970s in Bedfordshire the new comprehensive education model did away with the 11+ examination and grammar schools and broke education down into three tiers. Thus Lower Schools now taught all children in their catchment area aged 4 to 9, Middle Schools from 9 to 13 and Upper Schools from 13 onwards.

Scott Lower School opened in the 1970s. It shared a campus with Park Wood Middle School, which later became Beauchamp Middle School. During the second decade of the 21st century schools in Bedford Borough moved away from the three tier model to a two tier model of primary schools and secondary schools. In 2017 Beauchamp and Scott Lower School merged to create a new primary school.
